Abstract

Commencing construction projects in complex and dynamic environments entails substantial unpredictability and risk, both of which are further amplified by strict deadlines. In recent years, the construction sector, particularly residential housing has undergone significant transformations. In this context, implementing robust governance strategies alongside ethical practices is essential to enhance safety and mitigate operational risks. This study examines the hazards commonly encountered in residential construction projects in Kuantan, Malaysia, utilising a governance framework to strengthen safety precautions. To improve the precision of hazard and risk assessments, this research incorporates simulation modelling. We analysed empirical survey data from five construction firms to rank key hazards and potential dangers. These inputs were then used to build a simulation model that forecasts the likelihood and severity of hazard impacts under different governance scenarios. The simulation provided dynamic insights into the efficacy of diverse safety measures and governance protocols. Results demonstrate a significant reduction in hazard probability when strong governance frameworks and ethical standards are applied, validating the model’s predictive capabilities. Ultimately, this study underscores the value of integrating simulation models with traditional risk assessment techniques to advance safety, compliance, and sustainability in residential construction management.
