This study explores the relationship between people’s perceptions of innovation and technology adoption and their intentions to start a new venture in Oman, with a specific focus on non-entrepreneurs. It is the first study to use GEM 2023/2024 data from Oman to test how innovation perceptions and social attitudes interact to shape entrepreneurial intentions. A sample of 851 participants was analysed using SPSS (for descriptive and correlational analysis) and SmartPLS 4 (for measurement and structural modelling). The results show that perceptions of innovation positively influence entrepreneurial intentions (β = 0.109, p < 0.001), while social attitudes significantly moderate this relationship (β = 0.069, p < 0.05). The model explains 11.7% of the variance in entrepreneurial intentions (R² = 0.117). These findings highlight the unique socio-cultural dynamics of Oman, extending entrepreneurial intention theories to underexplored emerging economies.
